When i will create new cluster via rancher ui and i can choose only this version of kubernetes, this list of version kube its depend of what exactly ?

It should depend on your rancher version. Based on https://www.suse.com/suse-rancher/support-matrix/all-supported-versions/rancher-v2-8-2/ you should see higher versions. However, it also looks like your k8s version is too low for Rancher 2.8.2. I would recommend upgrading to the supported kubernetes version and checking if you see these problem then.

Thanks for advice but i want to know why rancher doesnt purpose new version of k8s for new cluster and i dont understand how cluster local at 1.20.15 so compatible with rancher 2.8.2 (but in doc not mark this)

I might be wrong but you might be not getting the newer versions because you version is not supported.
