What do you see in 'Provider' column in list of clusters in cluster management? The cluster is in state 'Active'?

The Provider is Local RKE2

It is not a cluster that was created by Rancher (it is not a User Cluster https://ranchermanager.docs.rancher.com/how-to-guides/new-user-guides/kubernetes-clusters-in-rancher-setup), but rather it is cluster that Rancher runs on. Pretty much you can't manage that 'local' cluster via Rancher in many aspects, to be specific you pretty much can't do 'administration' of such cluster
