I'm not sure cilium is designed for use over the Internet. It sounds like your inter-node CNI traffic is being dropped somewhere. For the built in flannel we usually recommend the wireguard/tailscale but for cilium I would defer to their docs. https://docs.k3s.io/installation/network-options#distributed-hybrid-or-multicloud-cluster
