Does cloud-init progress far enough to let you log in? If so, there should be something like

/var/log/cloud-init-output.log

or something like that.

I am aware of that, but unfortunately no i think there is something funky with my users: block. The user doesnt seem to get created

Could you duplicate w/e authorized keys you use at the top level so that the

ubuntu

user gets those authorized keys too? Maybe it will let you ssh in as

ubuntu

so you can start troubleshooting
