when trying to enable maintenance mode on the master node we’re getting:

single controlplane cluster, cannot place controlplane in maintenance mode

2-node cluster has one controlplane, one worker; put controlplane into maintenance mode is not allowed

the under layer etcd has only one copy of data, on the controlplane node
