I did that, as per the instructions, even though this is a fresh install and no VMs have ever been installed. I just checked again and

I also removed the rancher integration and rebooted, to no avail
I figured it out. The issue was with the upgrade. I upgraded, but did not go back into the upgrade notification. Within the notification, you must dismiss it, otherwise the volume created within Longhorn will persist and remain bound. I hit the dismiss button in the upgrade notification and watched the upgrade volume disappear. I was then able to edit the storage-network settings without getting a validation error.
