I dont believe I have ever set up rancher on the downstream cluster. I only have a single cluster.yml file that refers to the upstream (local) cluster. I used RKE to install this quite a while ago and have updated it several times through the 2.5.x versions. I then used rancher to create the two downstream clusters. One for Windows and one for Linux. Like this: Cheers
