I doubt it will work as is because this is an airgap env i.e with no internet access, this is the screenshot from one of the youtube presentation from rancher, where all the images which argocd is depended on are copied to images folder as one tar file, so there should be some changes done to the yaml manifests as well to make them aware of this tar folder, without that wiring, I doubt it will work , anyhow will give it a try
