Hi, I've configured the External AWS cloud provider in a new cluster for the first time and I'm seeing something strange with my AWS Autoscale group that's used for the worker nodes. If I increase the "desired" amount above the "minimum" amount in the AWS ASG, within a couple minutes of that node joining the cluster something reaching out to AWS and decreasing the desired size back down to the minimum and removing a worker node. I see this in my AWS ASG activity log

At 2024-01-08T18:38:14Z instance <instance_id> was taken out of service in response to a user request, shrinking the capacity from 3 to 2.

and the only thing I see in the cloud-provider log is that it's removing the node from the cluster because it does not exist in the cloud provider. I'm not sure what is essentially triggering a scale in, I do not have the cluster-autoscaler deployed in this cluster yet and something is killing nodes with an active workload. If I have the "minimum" in the ASG set to 0 it will go and delete all of the worker nodes.
