volume.meta is perhaps a bit concerning:

the physical disk is 100% full because harvester sets reserved 0GiB in longhorn when you add new disks, as well as overcommit config on their end 200%

it’s a replica used by a VM which is off now since the longhorn volume is failed due to filling up the drive the replica is on
currently trying to copy the replica directory to another larger drive to create a block device via
longhornio/longhorn-engine:v1.4.3 launch-simple-longhorn
