I think that there is a fundamental difference between creating a cluster a Rancher and importing one. The link to the docs you mention states : “After registering a cluster, the cluster owner can: • Manage cluster access through role-based access control • Enable monitoring, alerts and notifiers • Enable logging • Enable Istio • Manage projects and workloads ”
