its because CI has failed. https://drone-publish.k3s.io/k3s-io/k3s-upgrade You don’t need to open an issue, release team is still working through drone issues to complete the release.

Just encountered the same error,

rancher/k3s-upgrade:v1.28.4-k3s1

doesn't seem to be published yet.
