I’ve already tried to downgrade back to v2.7.9 deleted the cluster on rancher side. reinstalled it, now the rancher-webhook deployment is not recreated.
Tried to upgrade our rke2 based cluster before deleting every thing in the cattle-system namespace somewhere in a github issue that helped with v2.5 or v2.6

It's a shame that we can't debug the connection between Rancher and the agent.
We were planning to move to a new cluster anyway, so the decision wasn't that hard as we didn't have any critical deployments.
