OK found the issue. I have Logitech G Hub installed, which if started first takes port 9080 on the system, preventing the dashboard (steve) from running. Shutting down Logitech G Hub and restarting Rancher Desktop allows steve to start on port 9080. Starting Logitech G Hub after is OK, it will take the next available port.
