cert manager will continue to be a prerequisite for the central opni cluster. We use it to generate cert chains for the internal certs

Hi @famous-dusk-36365. Is the same true for downstream clusters to which only the opni-agent is installed? I see issue https://github.com/rancher/opni/issues/940 is marked as Resolved yet the v0.12.0 opni-agent helm chart includes this cert-manager resource: https://github.com/rancher/opni/blob/charts-repo/charts/opni-agent/0.12.0/templates/certs.yaml. Thanks in advance for the clarification.

Let me test it out. We've been trying to unpick the requirements for cert manager in the downstream clusters but I need to confirm it's been properly removed
