The nodes still need networking to talk to each other, even if they don't have public internet access. The data store (etcd) is the source of truth that informs kube-scheduler. If doing k3s, you can also use an external relational database (postgres, MariaDB, etc) instead of etcd for this
You'll still have to make the images available on each node
Harbor can mirror container images and helm charts locally
It's also possible to do this with forgejo and skopeo.
Harbor is probably a bit more straightforward but Forgejo doesn't require a containerized environment and is lightweight and easy to deploy
