For the Harvester 1.2.0 ISO image, there is a known issue where USB installation will get stuck. A patched ISO has been issued here: https://releases.rancher.com/harvester/v1.2.0/harvester-v1.2.0-patch1-amd64.iso The Harvester software is the same. Only a partition label on the ISO was changed.
