take a look at the system-rancher-agent.service. I just had a problem with nodes coming up and joining the cluster because I used the harvester-vip IP as the address of the management server but had already configured a let's encrypt wildcard cert that did not contain any IP-SAN entrys and so the system-rancher-agent refuses to come up and install the rke2 components. Maybe the log will tell you what is the issue in your case
