If you can set your nodes to boot with PXE then you can put your configuration file on the PXE server as described in this documentation https://docs.harvesterhci.io/v1.2/install/pxe-boot-install/ This does not modify the ISO itself but it does allow for automated installation. Does this help you?

Yeah I've been working through this process atm but was looking for a solution that didn't use iPXE haha, Ill keep at it

Another slightly manual approach is to boot from your ISO image and then at a certain point you can enter an HTTP URL for a file with your configuration. This has some manual steps though.

Yeah I've done this before as well, I'm gonna have a need to put harvester with specific configuration on many bare metal machines so I'm trying to find a way to minimize any manual steps

I don't think there an easy way for you to customize your install ISO itself; the PXE install seems like your best bet.
