You can instaln Rancher both from docker and on a pre-installed or running kubernetes cluster. In any case, you get Rancher installed and the next thing you can do is that you can add or create cluster in it. That means you can create separate VMs and register them as either Master or Worker nodes in a newly created kubernetes cluster. If it is a development environment, I would suggest go ahead with installing rancher from docker as it is simpler.
