I installed 1.9.1 on a Windows 10 box, unpacked the

app.asar

file, and was able to run

jq . node_modules\mime-db\db.json

-- my first guess is that your installation got corrupted somehow. I would uninstall it, delete any files you might have downloaded (like "Rancher Desktop Setup.msi" or "...zip"), re-download and reinstall
