So a bit of background: Rancher Desktop works by running docker, k8s etc inside a Linux VM. The distro of the Linux VM is Alpine Linux, which uses

openrc

as its init system. I suspect this is where the error is coming from

Does this error happen when building other images, or is it specific to the image you are building?
