You can use commands like
docker system prune
to remove dangling images left over from build processes, or
docker system prune -all
to remove all images not currently being used. I'm not sure this will return disk space to the host OS on Windows though (it does on macOS).
The safe way to start over with an empty data file would be to issue a "factory reset". This will also delete all your settings. If that is an issue, then you can use a deployment profile to set you own default values; but that is a bit of an effort if you don't do the factory reset very frequently.
