You might try asking in #rke2 if you don't get another answer here within a couple of hours, but when I asked about modifying just one parameter for nginx ingress controller like this I think I recall getting the answer that I'd have to replace the whole thing. I didn't get to a point of needing a final answer so I just edited the config manually after I had the cluster up (I left that job before it got past a test cluster).

It may have changed since then and maybe there's a different option for your situation too? I wouldn't 100% give up until you hear it from a Rancher person.
