you can download the kubeconfig from the cluster and use helm --kubeconfig <cluster_kube_config> to install a chart into a cluster. You can also use Rancher2 Terraform Provider and the project_app_v2 resource. You need to full disable old monitoring before install the Apps and Marketplace Monitoring App. This means disabling monitoring in the cluster and in any projects/namespaces it may be enabled in.
