For the first issue, IIRC Affinity and Tolerations have been added (there is an open issue for validating them on entry - #8920).

Tolerations was added for clusters with Windows nodes to tolerate the taint that is added to Linux nodes. (charts commonly allows the installer to define arbitrary taints and that PR would have added it) (I my case it was just the control-plane taint (in a control-plane only cluster, so untainting the nodes also worked, but some use cases use custom taints (and labels) everywhere to allocate nodes for specific purposes) I wonder if posting on #developer might help for PR authors to get someone to look at the PRs? (The cert-manager issue is one of the more frustrating ones, the entire "Option C" here in the docs is needed due to that PR not being merged) (With that patch any cert-manager from 1.0 and newer would no longer need migrations) (There have been a few cases where there seems to be PRs solving minor issues (mostly inconveniences) that have been closed by the bots with no feedback) (And seeing that likely discourage people that saw that from attempting to create PRs)
