nevermind - found my issue.

What was the issue?

missing permissions for the service account that I am using to connect to vsphere. I do not know which one, that was done by my vsphere admin. I have 2 setup (and 2 vsphere service accounts) one for non-prod and another for prod. I setup non-prod few weeks ago and that was working so it was just matter of comparing the 2.
