Yep, ARM64 is only available on Dev repo for now: https://download.opensuse.org/repositories/isv:/Rancher:/Elemental:/Dev:/Teal53/media/iso/elemental-teal.aarch64.iso

Not sure if the ARM64 iso is useful, as it doesn't contain any firmware files (required for Raspberry). As I only have a Raspberry for ARM64 development (and Raspberry can't boot from ISO), I can't help you here 😞
