At the very least you would have to be extremely careful to make sure that the VMs and other resources that it creates are all created in a way that makes them compatible with Harvester's UI and Management. The usual method for provisioning clusters onto Harvester VM's is using Rancher's Harvester Node Driver.
It does seem like a ClusterAPI provisioner as a harvester addon (implemented as an opinionated installation of the kubevirt provisioner) would be a logical evolution of the work done for the Node Driver. Maybe we will see it in a future release?

I see. Only thing I could find that is remotely related to this one is cluster api for rke2: https://github.com/rancher-sandbox/cluster-api-provider-rke2, which is in a very early stage, so it seems it would be a few years away.
