Delete the imported cluster from the previous rancher instance, ensure the resources in the cattle-system namespace have been removed, then import it into your other rancher instance

Is deleting it from the previous rancher instance absolutely necessary, like if that previous rancher instance is inaccessible?

It's the preferred way as it removes the agents and config that associates it with a rancher instance
I assume this cluster still has the agents running as pods in the cattle-system namespace?

You could try and delete the cattle-system namespace in the imported cluster and then re-run the import command generated by your new rancher instance

That namespace includes a bunch of config maps that look like they're related to helm charts I've installed through rancher, are those important?

I'd need to check to be sure, I would imagine they include the config that was applied through Rancher
