I am not having enough resources to deploy
What resource is k8s saying your are limited on? CPU / # pods? You probably have deployments that reserve more CPU than is necessary or you may need to increase your pod limit on your VM nodes. VMware may be observing the general load and saying that 6vCPU is overkill but it knows nothing of k8s reservations within the VMs

The limitation is on CPU. It does appear one is not aware of the other but VMware says the VMs are overallocated by 2 CPUs which to me that seems like quite a bit. Yet, change the VM from 6 CPU to 4 CPU and then Rancher has issues with deployments because there doesn't appear to be enough resources. Our PE Team has been trying to right size with Goldilocks but still believe something needs tuned within the cluster. Once the deployments have been done and things settle down it does look like there is an abundant amount of CPU. They are thinking it has to do with bursting and not sure if there is any way to control that. Just trying to wrap my head around this a bit better in order to understand. Not getting much of an answer or explanation from our PE Team.
