Hmm, I know the

/oem

is mounted from the COS_OEM partition in order to be able to keep configuration files for grub as well.. and I think

/system/oem

is taken from the actual mounted container image. So changes in

/oem

will be persistent across reboots, but not changes in

/system/oem
