Not unless you deploy a loadbalancer controller that works without a cloud service. Such things do exist.

for on-premise, you have to use solutions like metallb, kube-vip, etc, .

No, ingress fixes that. Just put something in front of the cluster port 80, use ingress to go to clusterip services. On-prem you own the wires and are within your perimeter so you don't have to worry about https and have the frontend terminate SSL.
